With my non-specialist vassals I can choose between vassal, tributary and specialist vassal, but when the vassal starts with a specialization the only option I get is to switch them to another specialization. A vassal has still some use, even if their military support is questionable, e. Get them to agree to it themselves, or force them to submit with a war. Just make them a tributary from the start because vassals are terrible, where as tributaries constantly give resources.
